Issues with Initial Export of Employee Data from Fusion to TEE

Only 20 % of the employee records are successfully transferred to Taleo from Fusion

We are running the Export All Oracle Taleo Recruiting Cloud Service Data - Employees.  It completes with a warning; 212 employee records are successful, the other 900+ are unsuccessful.  We have not made any changes in our system and there's not a common thread that I can see among the successful records nor among the unsuccessful records. Here's the error message from the log (5 digit number at beginning changes): 

" 34082-<Errors xmlns="http://www.taleo.com/ws/integration/toolkit/2005/07/action/import"&gt;   <Error>The update (only) operation was selected, however the entity was not found in the product.</Error>".
