TCC scripts won't run after upgrading from 14A to 15A

Bat files won't run after upgrading TCC from 14A to 15A.2.0.20. After the upgrade was finished, 
I manually ran 9 integrations within TCC (Orgs, Locations, Job Fields, Departments, etc.) running both 
the initial and ongoing from TCC and they all ran successfully. However these same imports 
(ongoing only) failed when running from a batch script. 

Getting this error - Description: A general internal error occurred.
Reason: Data Storage Manager not initialized.
The error occurred in the following step: Net Change Computation (Pre) The corresponding code for this error in version 1.0 would have been: -1 The error was caused by the following exception:
