Problems with Conditional Formatting

Is anyone else having issues with conditional formatting? Currently, I have a conditional format set up on columns so if the value is less than 0, then the cell turns red. However, when I run the report, some of the rows have cells that are red in the wrong place (example below).

-2 | 7 | 75 |
I have conditional formats set up on each individual column so I'm not sure why a cell with a positive value would turn red and the negative value would remain unchanged.
I submitted a service ticket and Oracle they moved the problem to their R&D group - no update yet. I was hoping someone might have a suggestion, work around, or even the same issue that I can attach to this bug to get it resolved quickly.
