BI report omitting users

I'm trying to create a particular report, using BI Reporting, inside the LMS.  The report lets the runner specify a list of users.  It should return rows detailing each user, each course that user took for credit, and the credit value of each course.  I've attached a sample report with sensitive data omitted, and a screenshot of the data views and joins used in the report.

The problem I'm encountering is when the report runner tries to specify a timeframe, all users with no credits earned in that timeframe are omitted from the report.  I need all the users to still be listed.  Note that in the attached spreadsheet, the test user "blank_history_test" still appears on the report despite not having earned any credits.  Yet, if I filter for credits earned in 2016, none of the three users on the spreadsheet show up.  I want all three users to show up, but have the credit-related fields be blank.
