Default enrollment process not working as expected

The default enrollment process is not producing the required resultsContent
We are in the process of testing out open enrollment and we have come across an issue and I am hoping that someone in the group can assist.
We are ending a few plans and for some reason, we are able to get the people out of the plans but when we try and process the open, and save the elections we are getting a message that they people are enrolled in more than one medical plan. The employee screen and the Admin screen are showing that the person is not enrolled in more than one Medical plan.
