Prevent employees/managers from editing goals and goal weights in performance document

Is there a way to prevent employees/managers from modifying the goals and goal weights in the performance reviews?

Our client's process is to have the employee goals and goal weight approved in goal management first before they are added to performance reviews. However, once the review is open, the employee/manager can actually make changes to the goals and the goal weight. This opens a huge risk because if the employee submits their self assessment (e.g. with a score of 3.5) and the manager then goes in and adjusts the employee goal weights in the review, the self assessment score actually gets adjusted (e.g. reduced to 2.8) without the employee knowing it.
