Using bulk uploader for Enrollment Notes?

We need to attach a file to each enrollment which is not visible to the user - can we use the bulk loader for this?

We have some classes which have regulatory implications for our hospital, and should a regulatory agency scrutinize these ILT requirements, we need to be able to easily pull up the very detailed and specific checklist of training they went through. It's a Word doc from the vendor - and we do NOT want it visible to the user (so cannot simply add it to the Resource Manager and then link to that in the Bulk Loader). We do have more concise objectives for these that can be added to a certificate -but the checklist is much longer and requires the vendor's Word doc
