Matrix Manager needs control over performance document

We are using a manager type other than the Line Manager to manage performance and goals for their employees. In our case, the line manager will not be the manager who controls the performance document. We will be using the manger type of 'Supervisor' to manage performance and goals for their employees. Does anyone know how I can put our 'Supervisor' manager type in control of performance documents and goals?
