Can dynamic approvals be triggered if Offer Template is different to Requisition File

We have a requirement where if the fields completed on the offer template are different to those on the requisition we would want the approval process to be triggered, however if the fields match this is not required.

Has any members attempted/delivered the ability to do this, as any guidance would be greatly received if it is possible.
