Delivering Advanced Filters - Comp Plan

Is there a way to create and deliver advanced filters to users on the compensation worksheetContent
We're trying to use a number of different filters for compensation plans. Other than the 5 custom list fields, the current custom text field filtering options do not populate with lists of values.
Has anyone been able to to create and deliver advanced filter options to their users? We've only been able to create an advanced filter as a single user and have that filter available on only the user that created it.
