Use the following SQL to create a prompt or a filter to default to logged in user

SELECT "Requisition Recruiter"."Recruiter Name" FROM "Recruiting" where "Requisition Recruiter"."Recruiter ID"=SUBSTRING( (VALUEOF(NQ_SESSION.USER)) FROM( (LOCATE('.',(VALUEOF(NQ_SESSION.USER))))+1))
