User Approval emails sent after Enrollment is completed

While entering the user attendance, users are emailed the User Approval email for a past enrollment

2 Scenarios

Scenario 1
There are some enrollments that are created in the LearnCenter in which users/participants may or may not actually register themselves for.  They may show up to an enrollment as a walk in. There may be several of these enrollments so the control panel communications User Approval email is turned off. (Since most people register for enrollments during business hours, these are done after hours so not to interfere with self registrations.) User Approval emails go out to all the users/participants for this enrollment that took place in the past.
