Report filters slowing down report?

Does anyone know of a way i can improve the performance of reports built on the payroll run results subject area? I am on r11 and have several reports that are built off of run results that run very slowly if they are filtered but pull back almost right away if they are ran with no filters. This does not make sense to me since i would expect that with filters enabled it should run faster since it's pulling less data. When i have filters turned on, the reports either do no run or take a very long time to
