HCM - Model profile competencies do not appear for employee when setting goals

'My Job Competencies' do not return any search results for employeesContent
In HCM, I have created a model profile which will tie competencies to job families. When adding new goals, employee's who fall within these job families should be able to see these competencies when searching the 'My Job Competencies'. However, when the employee searches under 'My Job Competencies' no results appear. When they search under 'All Competencies', all the competencies do appear. See screen shots for more details on the setup. Please let me know how I can get the competencies to appear under the 'My Job Competencies' search.
