Stop Hiring Managers from creating or editing offers

Is there a way to only allow hiring managers to view offers and not create or modify them?

Is there a way to only allow hiring managers to view offers and not create or modify them?  In the roles you must give them a layout to Add, Modify and View but we don't want them to be able to add or modify.  How can we get around this?
