Attaching candidates to requisitions

Getting "access denied" when trying to attach a candidate to a requisition

When a recruiter is in a candidate record and goes to attach them to a requisition they are getting an error message stating "access denied".  So they have to back out of the candidate profile and check the box by the candidate name, click on Submit and add to requisition that way.  Is anyone else having the "access denied" issue?
