Goal plans are removed after global transfer

In HCM, when an employee has a global transfer, the goal plan(s) and goal(s) are removed for that employee. Once the global transfer is complete for an employee, they no longer have any goal plan(s) assigned to them regardless if they fall within the eligibility criteria. Does anyone know if this is suppose to happen? It seems with all other actions, the employee retains his or her goals even if they move out of the eligibility rule.
