Upgrade refresh staging

Should we always copy production over staging when upgrading?

Hello  we are on TEE 15 A and need to go to 15 B.  Before using this application it was typical for us to copy what was in prod to staging. The way these fixes are done, I am not sure that is really necessary.  Does anyone have thoughts on a best practice?
