Recruiter Active Requisition Totals Month to Month

Can someone help me build a report? I am wanting to show a total of how many requisitions a recruiter has open at any given month. So for example, Recruiter A opens 2 reqs in January and 2 more in February and Fills one in February. Recruiter B opens 5 reqs in January, 0 in Feb but is still recruiting on all 5 in Feb.

Any help or direction on how to build that in OBI would be greatly appreciated.
