Create a variable to count offer accepts where start date is > current date

Hello,
I am creating a table that counts by location the various stages of the candidate life cycle. One of those counts is on offer accepts where the start date has not passed yet. I was able to build this in business objects with no issues but I am having issues building this in OBIEE.
This is what I have but it is not giving me a total count (i.e. if I have 3 accepts in Chicago that are starting next month, the count is showing as 1 not 3).
Here is the variable I have built. Any assistance would be greatly appreciated.
