is it possible to impalement Merit and Lump sum at the same budget in compensation worksheet

is it possible to impalement Merit and Lump sum at the same budget in compensation worksheet,

the lump sum should be connect to payroll element and not to salary,

we want that when one of the component is given to employee the amount will reduced the same overall budget
