Notification when Draft Offer saved

We are looking for a way to automate a notification when an Offer is saved in Draft status.  The desired process would have the recruiter complete the offer grid and save in Draft.  Then have an automated notification go to the HR Business Partner (UDF on Req) so that HRBP can create the actual offer letter and route for approvals.

From what I see on message template context editor, I can't limit a notification to a particular Offer Status trigger event unless it is 'rejected' or 'declined' 

From what I see on CSW, the application progression notification can only be sent to Recruiter or Hiring Manager or both.
