Notification when requisition is opened by hiring manager

Hi - we are new to Taleo. As we are going through all of our notifications, one of the most important is the notification to manager when they have opened a requisition. In looking at the trigger events for this notification, we don't see anything close to this event except approval. Because we have a chain of approvers, it triggers the notifications to send to hiring manager every time there is an approval. Is there a sooner event we could use instead of approvals OR is there a way to only send notification at the final approval?
