Candidate Count: # Submission and/or # Candidates

Discrepancies in the values from reporting fields Candidate Count vs what is shown in the RequisitionContent
I am currently building an analysis and I am trying to understand why the values provided by using the # Submission and # Candidates is different then what is stated in the Requisition?
Example: the Candidates for this Requisition in the Requisition shows 119 (see image) and in the report using # Submissions / # Candidates it shows 121.
Where does the discrepancies come from? anyone has any ideas or suggestions?
