Restart a completed form

Hi,
We have designed a loop in our onboarding which can initiate a form assigned to the candidate after it is submitted by the candidate. We open the form for them one more time to make corrections in it.
What happens is, after the form gets restarted, the system generates another copy of the form and starts displaying two forms in the new hire's task queue. We are not generating a new copy but initiating the same one more time.
Please suggest a way out to stop the second copy being generated and in place of that, the previous copy shall be restarted.
