How to avoid rounding decimal values on worksheet?

There is a column on worksheet which is configured to show 2 decimals and no rounding. It's value on worksheet is 24.04.

I now change decimals to display as 3 and no rounding. It now shows value as 24.039. I did like to display 24.03 on worksheet.
