Hi -

How is the top most manager allocation through workforce compensation ?

Let's assume the hierarchy is CEO - CFO - Finance Department Head - Accountants

                                                    - HR Director - HR Manager - Analysts

CFO allocates everyone in his worksheet (Finance department head and accountants)

HR Director allocations everyone in his worksheet (HR director and analysts)

Both CFO and HR Director submit their worksheets to CEO. CEO them allocates compensation to CFO and HR Director; here he has only option of SAVE as he is the top most manager (there is no submit button on his worksheet)
