Static Table for Joined Analysis?

Is there anyway to create a static table that can be joined to an analysis?   I doubt this is even possible, but what I am wanting to do is compare my pending/open/filled but not started FTE's to department budgets and active working fte counts for position control purposes.  I could probably do this through a very long SQL statement and create/manage the statement in some type of excel worksheet that would be easy to update but if there is a better way to do this it would be ideal.  I just want to copy and paste from a spreadsheet into OBI and
