Reverting candidate with a rescinded offer in a Ready to Hire step

Content

A recruiter rescinded an offer to a candidate while the candidate was in a Ready to Hire step - candidate had not been Hired.  The recruiter would like to revert the candidate to the offer step, but when I revert the candidate I can only revert to the Offer step, Rejected or Withdrawn statuses.  I can create the offer again, but how can I get this candidate moved to the Offer step?
