Inviting applicants to create profiles in TEE and TSS

What are the best ways to invite an applicant not currently in TEE to create a profile

We have some groups within our institution whom we only need to onboard. These applicants only need to create general profiles, complete second pass and then go through the Transitions process to onboard. 

I was curious what methods other companies are using to invite applicants without profiles to apply. Is anyone utilizing Taleo Social Sourcing to do this? Is there a typical best practice to invite the candidate directly to apply outside of a custom correspondence?

My aim is to be able to track these invitations to apply somewhere in the system for auditing purposes. There are very specific groups we permit to do this and I would like to ensure we have an audit trail of this practice if possible.
