Looking for help with creating dynamic approval rules based on Req Justification and Department

We are struggling with getting our approver assignment to work for requisitions where justification = New Position. Following are approver requirements:
- Recruiter initiates Req
- Hiring Manager approves
- HM + 1 approves
- HM + 2 approves
- Business group lead approves (this may skip supervisory levels and may not, but can be defined by department)
- Co-CEO approves (the organization has 2 CEOs, the one to approve is the manager of the Business group lead)
I’m being told by our consultants that determining the Business group lead and then appropriate CEO isn’t possible. They are stating those approvers will have to be added manually by the recruiters. This is not ideal.
