Fast formula for Compensation eligibility

HI,
I have written the following fast formula where I am determining the eligibility of an employee based on the plan start /end date. Basically I would like to bring in only those employees who are inactive during the plan cycle dates. The formula is based on the termination date of the employee and checks if the termination date is between the plan cycle start & end dates then the employee becomes eligible for the plan. It has been compiled with no errors but is not affecting the eligibility at all.
