Remove Social security validation

Handle employees without a SSN

Is there a way to remove Social Security validation?  We have a number of non-resident employees who do not have social security numbers (ssn), and we also use used ssn as a identifier on several interfaces.  With our recent move to Fusion, we can no longer enter dummy ssn's (i.e. start with 0000) in this field.  I have reviewed the online documentation and do not see where this can be turned off in HCM.  Is anyone aware if this validation can be turned off, or if not how you may be handling a similiar situation?
