Goals - Manager NOT able to edit employee goals.

Line manager unable to edit and update goals added by their direct reports.Content
Based on the current configuraiton, a line manager is not able to edit/update their employee's goals which were added by the employee using the "Add Goal" button. The goal is shaded out and un-editable.
They can only provide comments in the Approve/Reject goals section and then reject the goal so the employee can make necessary edits and then resubmit the goal. This is a very round-about functionality and causing user frustration as it wastes time in going back and forth.
I noticed that if a manager has assigned a goal to a direct report or employee added a manager shared goal then the manager is able to edit.
