Submission Flex Fields

I have been asking our Admin to find a way to create a submission level UDF to track information on the submission level but not have the field available to the candidate.  I have been told that we can't create a submission level UDF, but in OBI there's a whole section for submission flex fields.  Is anyone using these?  Can I create a UDF for tracking on the submission?
