Trouble With Transferring Performance Reviews in New Version 15B.4.3

Summary

Experiencing trouble being able to transfer a Performance Review from one manager to another, nor can the HR person or System Administrator transfer to another Manager.

Content

We have our Performance Reviews set to where managers, HR and System Administrators can typically transfer a Performance Review to another Manager through the system.  This had worked well until we went with the new version of 15B.4.3.  After that point, we can no longer transfer a Performance Review from Manager to Manager, nor can the HR person or System Administrator assist to transfer a Performance Review to another Manager.
