Keeping goals active post review

We currently conduct a mid-year review and an end of year review. Our goals are set at the start of the year and entered into the system. As part of the mid-year review, we include the goals, to allow employees to provide feedback, as to how they are tracking against them. The issue is, when you complete the mid-year review, the goals are automatically finalised and unavailable for the end of year review.

Does anyone have any workarounds for this scenario or even better, is there a configuration setting I can adjust to change this?
