Generating an "As Of" Date

It seems like the AGO or time-related functions are not properly working for our specific reporting zone. There is a strong need for a data field that provides snapshots in time of measures, so we can analyze things such as "how many openings were left to fill one week ago, how many were left to fill three weeks ago, etc.". Though we have historical tables with historical dates, there is not always the capability of reporting on certain measures at any point in time. Has anyone else ever faced this same issue?
