Recruiting Setting: Automatically Reject Candidates when Closing a Requisition

Recruiters are not able to automatically reject candidates when Cancelling a requisition

We are using the Recruiting setting "Automatically Reject Candidates when Closing a Requisition" and it is set to when a requisition is "Filled and canceled automatically reject candidates.  The description for the setting states, "When a requisition is filled and/or canceled, all candidate submissions are automatically rejected."  Our recruiter role does not have the permission to "Manually fill (close) a requisition," but the role does have the ability to Cancel requisitions.  Oracle support stated the recruiter role must have the ability to manually fill a requisition in order for candidates to automatically be rejected on Cancelled requisitions.  My recruiters say this is not how it has worked in the past.
