Can anyone help me configure the new worker location functionality in 15B?

We have upgraded to 15B and we want to implement the new Worker Location field in the Requisition and Offer.  I have followed the steps in the release readiness documentation and added the field to the forms but when I click the selector there are no results.  If I navigate to SmartOrg > Location Elements the Worker Location is blank.  I have also checked on Fusion if there is a field we need to complete but the solution is not obvious.

Can anyone offer advice?  I have also raised an SR but so far Oracle support have quoted implementation guides to me.
