Overcoming Data Privacy Concerns in Regards to Resume Uploading in TSS

We are looking for Social Sourcing (TSS) companies that operate globally & have are allowing users to upload a resume on a friend's behalf.

We would like to turn on the “upload a resume” feature within TSS since referrals are key to our business and we’d like to maximize the functionality as much as possible.  We are concerned with data privacy issues and are wondering if there are any companies who have been able to overcome any data privacy challenges for uploading resumes and pipelining non-US job seekers.  Any information that may be provided would be greatly appreciated.
