Recruiter receiving Message: "Access Denied" when clicking on Next Steps Rejection or Recjection

We have a new employee who I have assigned to the role of Recruiter.  She is the first one assigned to this role.  When she tried to click on the Candidate Next Step "Rejection" or "Rejection Pending", she gets through to the next screen of adding comments and confirming that she wants to change the status of the candidate to Rejection Pending, but once she click on Yes, she sees Access Denied.  The same happens when she tries to Reject a candidate.  She is taken to the screen to change the candidate's Main status and selecting the req-specific reason for
