Employee Referral Program Availability Vs Employee Referral Program External Availability

Please clarify if iam missing anything on the below settings.

Employee Referral Program Availability	This setting is used to determine whether or not the Employee Referral Program will be applicable to submissions made via the internal Career Sections.	Referrals	Yes	Before 6.0
Employee Referral Program External Availability	This setting is used to determine whether the Employee Referral Program will be applicable to applications made via external Career Sections.	Referrals	Yes	Before 6.0

1. Referrals is applicable for candidates which has been referred from both internal and external career section - Based on settings displayed above. Only referral from internal career section I have seen as Referral. I did not see anything of that sort so far from external career section.
