Make Library Goals Read-Only

Is there a way to make Library Goals read only so when an employee copies that library goal into their goal plan they cannot edit it?Content
Client is looking to use the Goal Library for informational purposes only regarding their corporate goals. They want these goals out there for everyone to see so the company can stay aligned to the company's goals. These goals will be brought into a separate goal plan that is not linked to any performance evaluations. Does anyone know how to make these read only from the HR level? I know manager's can do it when they assign a goal, but that's the only way I know right now. Maybe a customization would do the trick?
