Japan Market Conditions and Direct Hiring

I'm interested in others who have implemented Taleo in Japan and how you handle the challenges of applicants not applying directly through company career sites.  We are in the early stages of expanding Taleo to our Japan market, and have heard from in-country that they don't do a lot of direct hiring.  This obviously has implications to a successful adoption.  How have you addressed this?
