Feasibility of executing one outbound interface based on another outbound interface execution

Problem Description
---------------------------------------------------
Would like to know the following feasibility for scheduled outbound interfaces:

One interface (B) needs to be scheduled based on another interface execution (A). If the interface (A) successfully executes then interface (B) needs to be executed and if the interface (A) does not run or failed or error out then the interface (B) should never be invoked or run.

Option 1:
------------
Interface (A) - HCM Extract
Interface (B) - BI Publisher Report

Howdy, Stranger!
