Manpower Budget or Headcount Budget for Recruit

Hi,
We have a requirement where the management set cap (budget) to recruit the number of employees for each department. Is it possible to define the headcount budget in the start of the year to control not to exceed the budgeted number.
Scenario:
Calendar Year 2017
Budgeted Headcount: 2000 employees
Department 1: 500
Department 2: 500
Department 3: 500
Department 4: 500
Now the application should restrict the user to raise the requisition if for the particular department for which the user is raising has already reached the count of 500.
On top of it, we should also be able to set conditions in the basis of Justification for the head count. For the budget 500, New positions - 100, Replacement - 400.
