Multiple Absence Plans - Managing Sick Leave Laws in US

Any multi-state employers have solutions on managing new state by state sick leave laws?

We currently have two absence plans with different roll-over policies to comply with the two major sick leave policies that states seem to be adopting. We also have a non-rollover policy for everyone else. As more and more states hop on board with roll-over policies, has anyone managed this with multiple policies?

Specifically trying to figure out:

1. What to tie to eligibility profiles to make the absence plan change process a smooth one

2. The best way to manage changes in the workforce (employees moving from one state to another) and being able to ensure their balance transfers over to the new plan, etc.
