Report on Development Plan from Performance Forms

I'm trying to report on the development plan section of the performance forms. Or removed extra rows from a report exported to excel.

Has anyone attempted to report on the development plan section of the performance form using the seeded subject area?

We have a custom data model that pulls the info from the development plan section but once it's exported to excel there are empty rows and columns that make it challenging to filter the report. Attached is the section from the performance form i'm trying to capture. Also attached is the exported version of the report from the custom data model.
