When do you request it from new hires?

In these days of security concerns, we no longer ask for SS# until the day the new hire starts (I9s).  Our old background check company could supply it to us, but our new one just provides the last 4 numbers.  Our Records people would like to determine whether someone is a rehire (and often there are common names) before day 1  I'd appreciate hearing what other companies do.  Thanks for your help.
